I believe that it is similar to the terrorist scare in the US, where the government used it to get implicit consent from the population to strip its rights in exchange for the promise of protection. This time around, the scare is economical one, it is attempted to create state of "permanent crisis" to get population under pressure and the ultimate goal is privatisation of public services, state-owned businesses and dismantling of the social state.
