Видимо, имеется в виду, что юзер Х смотрит в экран юзера Y, а у того, значит, режим этот включен. Ну X такой сразу: «Фу, говно ваш гном-3! Выглядит как виндоус девяносто пять» (ну или что-то в этом роде). В таком случае надо запретить менять темы и обои рабочего стола. Ну потому что даже по скриншотам с лора можно сказать, что у среднего гномотриюзера никакого вкуса нет, джоконду он только на мониторе видел, рахманинова не котирует, темы ставит страшные, шрифты у него говно, а на обоях — голая баба. Негативное складывается впечатление, в общем.

These are just some of the reasons why GNOME 3 applications have a particular approach to windows. In general, their primary windows will maximise by default, and they will lose their titlebars when they are maximised (smaller utility applications will not be affected by this). This will mean that the screen will be dominated by the window that you are focused on.
